New TMR/Local government Cost Sharing Arrangement signed

The LGAQ and Department of Transport and Main Roads (TMR) have signed a new Cost Sharing Arrangement (CSA) for works in State-controlled road corridors.

Signed at the 2017 LGAQ Annual Conference, the new CSA places emphasis on outcomes and encourages negotiation at the local level. The CSA is comprised of two parts:

Part 1 - A Memorandum of Understanding (MOU) that sets out a framework for the negotiation of agreements between councils and their relevant TMR District for the sharing of costs related to common activities within State-controlled road corridors.

The MOU contains guiding principles to aid the negotiation of agreements and includes an issues escalation process but places emphasis upon resolving issues at the lowest possible level.

Part 2 - Modules outlining policy positions on common activities where agreements related to the sharing of costs are typically required.

These Modules are provided as a starting point for discussions/negotiations between councils and their respective TMR District. Final negotiated agreements may vary from the position/s contained within the Modules.

The new CSA repeals the previous agreement for ‘Cost sharing based on responsibilities within State-controlled roads’, commonly known as the “Blue Book”, which was signed in March 2000.
