On 27 April 2018, the Environment Ministers announced a target to make 100% of packaging in Australia reusable, recyclable or compostable by 2025.
The Australian Packaging Covenant Organisation (APCO) will play an integral role in the delivery of this target. As part of this process, APCO will be conducting a consultation process on its ‘Towards 2025 – Discussion Paper’.
In their discussion paper, APCO identify that their work will focus on three key areas where they believe their collective effort can have the greatest impact including:
1. Design – by designing out packaging waste, and designing for recovery as much as possible.
2. Education – to improve understanding of packaging sustainability and recovery.
3. End-markets – to maintain sustainable recycling industries and ensure the buy-back of what is recycled.

Participate
To ensure industry and government alignment, APCO is conducting an extensive consultation process with APCO members, industry associations, environmental groups and other key stakeholders. There are several ways in which councils can participate in the consultation process:
- Attend the APCO Q&A sessions and then either complete the Towards 2025 survey or submit a free-form submission. You can register on APCO's website for the July and August Q&A sessions. There will be a session held in Brisbane on 7 August 2018.
- Complete the APCO Towards 2025 Consultation survey
- Develop a free-form submission that clearly addresses the specific sections and proposed approach and submit to Suzanne Ballard at APCO due 31 August 2018.
