Background:

The LGAQ brought renowned academic and social commentator Professor Robert Putnam from Harvard University to Queensland to deliver the key note address at the LGAQ 2001 Annual Conference.  His visit generated vigorous discussion among members of the local government community. .

This was timely in that it coincided with a growing awareness of the importance of local government in building social capital and contributing to the development of stronger communities.  The research team worked with many groups and individuals in the  five local government areas with the objective of coming closer to what it was that made these communities 'tick and click' - or not
