Litter is one of the most visible signs of pollution.  It is scattered rubbish or unwanted material left in public places, and usually requires an action from Council to clean up. Litter can be unsightly, potentially dangerous, can cause injury to wildlife and encourage pest animals such as rats and mice as well as the spread of germs and disease. The management of litter can be a costly exercise for Local Government.

The Environmental Protection (Waste Management) Regulation 2000 allows Local Government to take action against persons found to be littering with penalties applying.
