Planning for airport safety

What is a Public Safety Zone?

Public Safety Zones, or PSZs are the designated areas of land at the end of airport runways where certain planning restrictions may apply.

They are an important area of consideration for councils impacted by strategic airports in Queensland, who can help manage the already low risk of an air transport accident affecting people who live, work or travel in close proximity to airports.

What do councils need to know?

The National Airports Safeguarding Advisory Group (NASAG) have prepared a draft new guideline for how these PSZs are managed.

The new draft National Airport Safeguarding Framework (NASF) Guideline I – Managing the Risk in Public Safety Zones at the Ends of Runways (draft NASF Guideline), and supporting documents can be found on the Commonwealth Department of Infrastructure, Regional Development and Cities’ (DIRDC) website here.

Why is council feedback important?

For over 25 years, Queensland has managed the risk to public safety at the end of certain airport runways under various state planning policies, including the State Planning Policy (SPP) July 2017, and is currently the only Australian jurisdiction to do so.

Under the SPP, local governments are responsible for protecting the operation of strategic airports and aviation facilities and ensuring development avoids increasing risk to public safety in a public safety area.

In Queensland, there are 22 strategic airports affecting 34 local government areas. Please see the following links for a list of the local government areas that contain or are impacted by a strategic airport, and mapping to support Queensland’s existing public safety area framework:

It is envisaged that Queensland’s existing public safety area framework will remain in place for the foreseeable future. Any changes to Queensland’s current public safety area policy as a result of the NASF Guideline, would undergo public consultation as part of a SPP amendment process.

It's important that as a key stakeholder, councils consider how the draft NASF Guideline would affect and be implemented within the Queensland planning framework.
