Qld Councils' Voice: recent LGAQ submissions

NATURAL DISASTER FUNDING INQUIRY

The LGAQ provided a comprehensive submission to the Natural Disaster Funding Arrangements, Productivity Commission on June 6.
Submission perspective: The LGAQ supports the Productivity Commission's work to investigate matters relevant to this Inquiry and to recommend approaches to prioritising disaster funding needs and funding options that will reinstate infrastructure to meet needs across all communities.  The LGAQ has also registered its interest in participating in related hearings in 2014.

PROPOSED TRADING ON GOOD FRIDAY

The LGAQ provided comments to the State Department of Tourism, Major Events, Small Business and the Commonwealth Games on 11 June 2014.
Submission perspective: The LGAQ supports the requirement in the discussion paper for major event organisers to engage with key stakeholders, including local government, in relation to the event and event area.

PUBLIC INFRASTRUCTURE INQUIRY DRAFT REPORTS

The LGAQ was pleased to provide a submission to the Public Infrastructure Inquiry, Productivity Commission on 4 April 2014.
Submission perspective: The LGAQ supports the Productivity Commission's work to investigate matters relevant to this Inquiry and to recommend approaches to prioritising infrastructure needs and funding options that will deliver services to meet needs across all communities.

MODERNISING QUEENSLAND'S RESOURCES ACTS PROGRAM - LAND ACCESS CONSULTATION DRAFT

Submission by the LGAQ was submitted to the Department of Natural Resources and Mines on 17 April 2014.
Submission perspective: The LGAQ proposes the Queensland Government to closely collaborate with local government to determine appropriate timelines for consultation to ensure the provisions associated to the review of the Program accurately capture the impacts of authorised activities on public roads.

AUDIT COMMITTEE REQUIREMENTS

The LGAQ submission was provided to the Honourable David Crisafulli, Minister for Local Government, Community Recovery and Resilience on 12 June 2014.
Submission perspective: It is LGAQ's view that councils, particularly smaller councils, should be given maximum choices in the avenues available to them to administer the Audit Committee requirements, providing flexibility for councils by allowing councils a tailor-made response dependent on local conditions and resources.

RATING POWER ARRANGEMENTS

The LGAQ has provided a letter submission to the Minister for Local Government, Community Recovery and Resilience on 28 May 2014.
Submission perspective: Legislative provisions providing for differential rates for rateable land, according to whether or not the land is the principal place of residence of the owner, were passed on 4 June 2014. Importantly, amendments are to the Act, rather than the Regulation, to provide certainty for the future as well as retrospective.
